Settings
Move Sims into Town every 10 sim Minutes
City Hall → NRaas → Story Progression → General Options → Options: Lots → Options: Immiaration/Emigration → Rapid Immigration *Set this number back to 0 to stop.

Stop Pet Adoption
City Hall → NRaas → Story Progression → General Options → Options: Households → Allow Inter-Household Adoption: False

Stop a sim having babies
City Hall → NRaas → Story Progression → Sim Options → Pregnancy:Allow Participation → False.
