I like to control when my sims age up. Therefore aging is a ceremonial event.

Baby
They can be aged up as soon as possible by their mother. A ceremony (aka, a party) is held for them to welcome them into the tribe.

Toddler
They first must learn to walk, talk, and get potty trained by their mother. When they age into a Child, their mother is aged into an Adult. This includes the Queen.

Child
They must get an A in school before being aged up. They can also begin to work on their appropriate skills if relevant.

Teen
Teens must get an A in school and must be a minimum of level 5 in their required skills before they age up. When they age into a Young Adult, their mother is aged into an Elder and is retired from the Tribe.

Young Adult
They now take on their tribe roles and must max out their required skills. They also must provide an heiress to their rank before aging up to an adult.

Adult
They continue their tribe roles and their daughters’ education.

Elder
They are now retired from the tribe. A ceremony (party) is held for them as recognition for their contribution toward the tribe. They must move out of the household and are not allowed to move back in. You may do what you want with them.
